The outputs generated through the grants scheme (premises
improved, S.M.E.s assisted, private sector leverage, jobs
created) will be monitored by the project officer at the District
Council operating this part of the scheme using photographic
data and evidence gathered.
Construction spend will be verified through the normal valuation
procedures within the contracts undertaken. The construction
jobs will be calculated using evidence of construction spend
and national formula applied.
Additional visitor numbers at events (and baseline figures)
will be established by surveys, visitor spend and multiplier
effect jobs created using East of England Tourist Board figures.
Business promotion measures will be undertaken and monitored
through the Town Manager initiative and be reported through
the quarterly monitoring reports. Public (including visitors
and local businesses) perception surveys will be used to collect
market research evidence on the impacts expected on Lowestoft’s
image, profile, attractiveness and accessibility.
Investment, business confidence and rental levels will be
monitored using information as collected in the Lichfield
report for comparison as the project progresses.
To assist measurement of output delivery the expected outputs
from each project will be tabulated over the four-year period.
Project officer reports will be used to monitor achieved outputs,
which will then be evaluated against the expected outputs.
A similar process will be used to assess the achievement of
the scheme’s objectives. Tables matching project outputs
to objectives will be used to evaluate achieved output against
expected output.
Completed tables will be provided as part of the quarterly
returns.
