The members of the partnering agreement have appointed Waveney
District Council as the lead body with overall responsibility
for the scheme. Environmental and sustainable transport works
will be delivered in agreement with Suffolk County Council.
The Town Manager and Kirkley Business Support Initiatives
will be delivered in agreement with the Chamber of Commerce
who will take over the initiatives at the end of the first
3 years of the scheme.
Other agencies such as the Police, Business Link, Learning
and Skills Council and Employment Service will support the
Town Manager Initiative. The Local Strategic Partnership (LSP),
which is currently being developed, will have an important
role in overseeing the efforts of the various agencies involved.
The partnership has agreed the structure and appointments
of the team responsible for delivering the scheme. Appointments
have been agreed between WDC, SCC and the business community
(with the Chamber of Commerce and the Kirkley Business Association
taking a major role in the selection process for the posts
of Town Manager and Kirkley Business Support Officer).
To enable the scheme to progress and meet its delivery plan
and time schedules, appropriate delegation of approval to
undertake contracts, tendering and payments will be required.
This will take the form of an en-bloc Executive approval of
funding decisions for works and contract initiations (eg on
a quarterly basis), which will allow the delivery team to
proceed with planned works within agreed time and budget limits
